What is a VR?
A VR is a visitor record. Visitor records may be issued by an IO at the POE or by a VO when extending a stay in Canada.
There is some confusion over the term "This does not authorize re-entry"
The statement means that the named person is not pre-approved to re-enter Canada. When a VR holder leaves Canada the VR becomes void, upon returning to Canada a VO may issue another VR for the same or different period of validity, however the VO is at liberty to refuse entry. The named person may reenter Canada, but only if they still meet the requirements for being a visitor and carry the required documentation (passport, etc).
Being issued a VR is not necessarily a bad thing. Holding a VR indicates to the IO that, you previously demonstrated to another IO or VO that you had a valid reason for entering Canada as a visitor.
Note that the Client ID Number remains the same for life, whatever your status in Canada.
