IMM 5490 - Sponsored Spouse/Partner Questionnaire

28. ... When did your sponsor return to Canada?

This is confusing, because it assumes that if the sponsor and applicant are not currently living together, then they must have previously been together outside Canada. It fails to allow for the possibility that the sponsor never left Canada.
