Introduction
All applications for permanent residence in Canada require certificates of good conduct / police certificates (or the equivalent) for every country the applicant has lived in for at least six months during the past 10 years since aged 18. For example, if you are 30 now, lived in India until 21, then worked Australia for 2 months, then moved to the U.S., you need certificates only from India and the U.S..

Ukraine
The police certificate must be sent separately at a later stage of the application process. In the case of inland family sponsorship: the request for the police certificate comes with the sponsorship approval letter; the certificate can be mailed directly by courier (DHL, FedEx) from Ukraine to CIC-Vegreville.

In the U.S., you can have your fingerprints done at the city police department; local "immigration photo" shops can sometimes do this for about $10-$15. They will provide the fingerprint card and do the fingerprinting. Then, you mail the card with the money order to the FBI. If you have not received your fingerprints for more than five weeks in the U.S., you can call the FBI CJIS Division at 304-625-5590 and politely ask about your status.
Tips: Make sure you do not bend the fingerprint card in the envelope. For several days before fingerprinting, avoid any contact with bleach-based cleaning solutions that can temporarily make your fingertips too smooth for fingerprinting.
