The Acknowledgment of Receipt (AOR) letter is sent to applicants for Permanent Residence outside Canada once the visa office or embassy processing their application opens the file and begins processing.
This is described in Processing Manual OP 1 - Procedures. A sample AOR letter is included in the appendices to this manual.
